STROUDSBURG – Up to seven years in prison was the sentence for Andrew Dougan, a driver police say was under the influence when he struck another vehicle, killing the driver and injuring a passenger. Dougan, 22, of Tamiment, was sentenced to a term of three and a half to seven years in state prison. He will get credit for eleven months already spent in the Monroe County Correctional Facility. Dougan pled ‘no contest’ to charges that included vehicular homicide while under the influence. The charges followed a November 2010 crash, on Route 209 in Middle Smithfield Township. Dougan hit an oncoming van making a left turn. The driver of the van, Ethan Moyer, 20, of East Stroudsburg, died a few days after the accident. A passenger in the van was injured. |
