HONESDALE – A man suspected of setting two fires in Honesdale almost a month ago is in custody.  Samuel West, 33, was arraigned on arson and several other charges, for allegedly setting the fires, near the Delaware & Hudson Hotel, on March 30. 

West was already in jail on unrelated charges.
