SMITHFIELD TWP – More than 200 criminal charges have been filed against two people accused of running an unlicensed kennel near East Stroudsburg.  The charges, against Dan Sweeney and Julie Forsyth, were filed after humane officers found more than 70 animals, mostly dogs, and a miniature horse, living in allegedly deplorable conditions. 

The dogs included several breeds from Chihuahuas to greyhounds. 

The animals were placed in foster care
