PALMYRA TWP – The driver who struck and killed a 20-year-old woman, jogging along Route 507, early Saturday morning, will face charges, according to state police.  The accident happened at about 12:30 Saturday morning, a short distance from Gumbletown Rd.

As of late Sunday, police still had not released the name of the victim, but did identify the driver as Philip Cise, 48, no hometown listed.

Police say a witness observed a southbound vehicle wavering before it struck the accident happened.

The accident remains under investigation.
